dual timing mafless chip

My chip has dual timing of 19 deg and 25 deg. The instructions say that in postion 9 an odd number will give high timing 3600 rpm's and up and an even number will give low timing. What happens at UNDER 3600 rpm's...is it always low timing at 19 deg no matter what gear I'm in?

It depends on load (LV8), but in general, yes it will be about 19* under significant load.
